Abstract
Guidelines are primarily directed towards private control bodies as help to harmonise and interpret EN 45011 / ISO Guide 65 in relation to EEC Regulation 2092/91. However the majority of the underlying main principles are also relevant and useful for authorities

These guidelines have been prepared for the purpose of providing a document for inspection bodies and/or authorities in charge of inspection within the framework of the inspection system set up by Member States within the framework of article 9(1) of Regulation (EEC) N° 2092/91 on organic production of agricultural products and indications referring thereto on agricultural products and foodstuffs.
These guidelines cover operators involved in production and preparation (including packaging and labelling) of organic products as well as importers of such products from third countries. These guidelines set up a document explicitly with the minimum inspection requirements and precautionary measures under the inspection scheme referred to Annex III and within article 8, 9 and 10.

These guidelines aim to harmonise the inspection practices and penalties applied by the inspection body and inspection authorities. It shall also permit harmony of the inspection practices and penalties applied by inspection bodies when they inspect operators in third countries and within the framework of an inspection system which is recognised equivalent in the framework of article 11(6) of Regulation (EEC) n° 2092/91. The guidelines are not binding rules but they shall be a useful instrument in assisting Member State to develop national guidelines.

These guidelines do not prejudice the implementation of more restrictive and/or detailed rules
