Beate Huber, Rolf Mäder, Julia Meier, Jochen Neuendorff, Helmut Weber (2003) Development of a Job Profile for Inspectors according to the Inspection System of the EU Regulation 2092/91

Report,

Abstract
The basis of the study is the analysis of the activities of inspectors split up in branches in the inspection areas agriculture, processing and import from third countries. In addition the requirements of other inspection and quality management system norms and regulations on inspection and audit personnel had been registered. Based on these analyses had the job profile be developed.
The job profile is divided in four sections: the personal qualification (following ISO 10001), the basic qualification (oral and written communication skills, calculation, job experience), the professional qualification, which varies depending on the inspection area and the knowledge of the legal requirements. For each element of the job profile the applicable job experience, training measure or the like to achieve and to proof the qualification had been developed.
In this connection the authorization procedure for inspectors in Germany had been discussed. The EU-Regulation 2092/91 and the additional EN 45011 (ISO 65) do not require the authorization of inspectors by supervising bodies ahead of their inspection activities. However within the supervision of the inspection bodies it needs to be checked, whether the inspection bodies have adequate qualification criteria for staff, adequate and documented procedures for the selection of the staff, individual assessments of their performance and whether they train the staff adequately.
A survey conducted on the inspection bodies in the German speaking area clarified the actual training activities for inspection personal. Based on the evaluation of the activity analyses and on the feed back of the inspection bodies it had been concluded that there is a need for general training courses focused on specific areas of the inspection system (e.g. dealing with critical inspection situations, updates of the EU Reg. 2092/91, farm processing, residue analysis and sample taking procedures, inspection of import).

Keywords: organic control, inspection, inspector, inspectors qualification, quality management

Relevance to our study:
The study gives basic information on the qualification requirements of organic inspectors. These requirements can be checked against the data collection on inspectors qualification in the frame of WP 2, Task 2.1 (data set 1). This will help to evaluate the actual level of qualification of organic inspectors.
