Abstract
From January 1st, 2006 uniform official controls according to regulation [Regulation (EC) No 882/2004] are going to be carried out community wide in the areas of animal welfare, animal health, feed- and food law. This enactment implements a comprehensive integrated approach of official controls of safety and quality in food. Regulations of official controls are stipulated based on the regulations of the directive 89/397/EWG. Established regulations concerning control activities are being continued. The competent authorities are going to face new challenges in areas of information, documentation and cooperation. With the exception of specific and accurately defined problems controls continue to be carried out by competent agencies and official laboratories. Import of feed and food is to be conducted according to uniform rules. A perennial national control plan is going to be introduced as a new element of the implementation of community-law. Member states remain independent regarding their decision how to finance official controls. They can choose between passing on costs to entrepreneurs in form of a charge or financing controls through common internal revenue.
